Is it normal for planets to receive a religious revelation exclusively authored by celestial beings? Is there a specific reason why the celestial beings choose to intervene in this way?

On evolutionary planets, epochal revelation from celestial beings is part of the normal progression of events. Within one hundred years of man's achieving an upright posture, the Planetary Prince arrives, bringing a "new dispensation." "The prince and his staff make the first revelations of higher truth and universe organization" to the primitive races of man.
Following this dispensation, which can last as long as 500,000 years, there comes the Adamic dispensation
(Adam and Eve) who introduce agriculture and horticulture, and ultimately, the gift of their life plasm, which upsteps the races intellectually and accelerates spiritual progress.
As you likely know, on Urantia, both of these dispensations met with at least partial failure - the Planetary Prince through the Lucifer rebellion and the Adamic dispensation by default of Adam and Eve in their stated mission. Since then, our world has been on an abnormal course, as it was plunged into spiritual darkness through rebellion, and through the Adamic default, we lost our Material Son and Daughter, who should have been with us even now, as they are on normal planets.
Instead of the normal progression of dispensations, we received an emergency bestowal in the form of
Machiventa Melchizedek, who was sent in order to rescue the one-God concept, which was nearly lost in the years after the default of Adam and Eve. And after that, we received Jesus of Nazareth, the Son of Man, Son of God, who effectively took over the post of Planetary Prince from Caligastia, our deposed planetary prince. Unfortunately, even the revelation of God to man of Jesus was in some ways a partial failure, as Jesus was rejected and murdered for his efforts. And even today, there exists a great deal of confusion regarding his message and his purpose for coming here.
The Urantia Book is the fifth epochal revelation of God to man to be bestowed upon our planet. It builds upon all previous revelations, and most importantly, it restates for our modern times the life and teachings of Jesus. Is it normal? No, it is not a normal occurrence to receive such a revelation. For one thing, all other revelations have been in the form of beings - our Urantia revelation is in the form of a book, authored, as you observe, by celestial beings. But then, very little on Urantia has been "normal," as regards the revelation of God to man.
As to the specific reasons for this revelation coming in this way, the authors tell us something about the reasons for presenting a book:
You who today enjoy the advantages of the art of printing little understand how difficult it was to perpetuate truth during these earlier times; how easy it was to lose sight of a new doctrine from one generation to another. There was always a tendency for the new doctrine to become absorbed into the older body of religious teaching and magical practice. A new revelation is always contaminated by the older evolutionary beliefs.

A revelation in book form will definitely reach far more people than a revelation of one being, or even a group of beings. And, given the rise of the internet, this type of revelation is being spread throughout the world pretty effectively. And it has far less chance of default, it would seem.
The fact that our planet is so disordered, and the success of our previous revelations so spotty, the revelators were mandated by the Ancients of Days to present this newest revelation to us in this way - in book form, and in the English language. Once the text was protected by copyright, as in the first 50 years or so, The Urantia Book is now being disseminated throughout the world at cyber-speed.
